Commoner's set can be obtained as a drop from defeating commoners of the Lands Between. They can be found in Stormveil Castle and in Leyndell, Royal Capital.

The best place to farm the set is by going along the path between Stormveill Cliffside site of grace to Rampart Tower site of grace as you can find a lot of commoners there.
