You can obtain this weapon by defeating the Erdtree Avatar in the middle bridge in the Haligtree.
If you've unlocked the Haligtree Roots Site of Grace, you can reach it by going into the room with the Scarlet Aeonia, up the stairs and then taking the elevator. You'll be able to see the Avatar patrolling and you can jump down to the bridge.
