Obtained by defeating Gideon Ofnir in the Capital of Ash.
He can be found at the Erdtree Sanctuary, the same place where Godfrey, First Elden Lord was fought.

How to Use Scepter of the All-Knowing
Scales with Dexterity, Intelligence, and Strength
The Scepter of the All-Knowing mainly scales with Dexterity and Intelligence with Dexterity as the main attribute with the most stat scaling bonus to physical attack. The Prosthesis-Wearer Heirloom can further increase the damage of your attacks by raising this stat.
The Magic damage of the weapon scales with the Intelligence attribute and can be increased with the Stargazer Heirloom by raising your Intelligence.
Magic Damage Weapon
Scepter of the All-Knowing's physical attacks deal additional Magic damage and is effective against enemies or bosses with low resistance against Magic. It has wide-swinging normal and crushing strong attacks that are effective at striking or breaking an enemy's guard.
This weapon has a few unique thrusting attacks that it shares with the Morning Star which are the running strong attack and both the rolling and backstep normal attacks.
Weapon Skill Lowers Magic and Holy Damage Negation
This weapon cannot be infused with Ashes of War and is equipped with Knowledge Above All as its default weapon skill. When activated it raises the weapon above the user's head, it lowers the Magic and Holy damage negation of nearby enemies including the user.
This is a good support skill that can greatly increase the amount of damage you can inflict against an enemy. Mage players can get the most use out of this skill by quickly switching back to your Staff to cast spells against the weakened target.
