You can obtain Daedicar's Woe as a reward for completing Rya's questline. You need to speak to her once she moves to the Volcano Manor, kill Rykard, and then choose to spare her.
Alternatively, you can kill her once she moves to the legacy dungeon to obtain the talisman immediately.
