There is a portal to Raya Lucaria Gates in the round gazebo in the middle of the ruins. You will need to find a key to access Raya Lucaria Gates, however.

How to Get Into the Academy of Raya Lucaria

Get Wraith Calling Bell

Just past the gazebo, take the stairs in the northwest area of the ruins down to a room with a treasure chest to get a Wraith Calling Bell.

Get Ritual Pot

Just north of the room with the Wraith Calling Bell, you can find a corpse emitting a glowing light slumped down on the ruins near the pillars. Check the corpse to get a Ritual Pot.
