You can obtain the Remembrance of the Starscourge after defeating Starscourge Radahn at Redmane Castle. He can be found through a portal north of the castle.
The nearest Site of Grace is the Chamber Outside the Plaza but there is a Stake of Marika near the Boss Area portal.
