The Black Bow can be obtained by looting a corpse in one of the rooftops in Leyndell, Royal Capital.
Starting from the Avenue Balcony Site of Grace, head up the stairs and turn left. Follow the path and turn left into the plaza with a fountain in it. Turn left again into the doorway and head down the elevator shaft. Once at the bottom, jump onto the rooftop directly to your right and make your way across to the Black Bow's location.
