Hijacked Supplies can be unlocked by checking the available side quests from the Adventure Seeker. If this side quest isn't available, you can pay the NPC gold to shuffle the zone and side quests or check again the next day until it appears.
Side quests from the Adventure Seeker only becomes available after reaching level 60 and changing the difficulty to Hell I.
Talk to Flavie southwest of the Rogue Battlecamp to begin this quest.

Follow Flavie Get to the burning cart and kill the nearby demons. Talk to Flavie afterwards. |

Place Oil Barrel near the cart |

Signal Flavie to Ignite the Oil Barrel Follow Flavie to a safe distance and signal her to ignite the Oil Barrel. |

Kill the Fallen Shaman and Imps Follow Flavie to the next waypoint and defeat the Fallen. |

Examine Supplies Talk to Flavie afterwards and kill the ambushing Fallen to end the quest. |
