Most of the Wizard's skills will deal mutiple instances of skill damage. It is for this reason that most of the gems listed will buff all of your attack types in one way or another. Berserker's Eye, Chained Death, Everlasting Torment, and Fervent Fang work towards this end, increasing damage across the board for both primary attacks and skill damage.
For more niche buffs, you have Power & Command which boosts your skill and primary attack damage in alternating fashion, and Blood-Soaked Jade which is just a flat damage and movement speed increase for both PvE and PvP.

Arcane Wind is one of the best spells in the Wizard's arsenal simply because it is needed to proc one of the best damage-dealing reactions for the class: Firestorm. This heavy-hitting AoE spell, when paired with an endgame weapon like Windshaper, will have you breeze through PvE and PvP content with ease.
Teleport is the Wizard's go-to for mobility options. Armed with 3 charges that offer instant repositions, this skill is easily one of the best when it comes to escaping sticky situations or setting up damage opportunities in both PvE and PvP.
For PvE, Disintegrate is the king of AoE damage. Pair it with Ice Crystal's Refraction reaction and you have a skill that can melt mobs and bosses with ease. Despite being stationary while casting, Disintegrate's raw damage output more than makes up for its rather lackluster playstyle.
While not necessarily the best from the get-go, Meteor features in most endgame PvE and PvP builds when modified by Starcaller's Breeches and Starcaller's Drapery. By giving it a larger AoE and continuous Burn DoT effects, the altered Meteor is the perfect setup for PvE Firestorm reactions or PvP area denial.

These are the absolute best weapons and armor for Wizards in the current meta! Each of these items significantly improve some of Wizards's key skills and are crucial to almost most endgame builds out there.
Out of them all, the best to get early are Windshaper and Unrepentant Gale, as most of the flexible endgame builds use the versatile Firestorm reaction to great effect. Pair them with armor like Starcaller's Drapery and Starcaller's Breeches, and you have one of the best PvE and PvP builds in the bag before even hitting 60.

Always pump points into Intelligence as it determines your raw damage output and gives the best return in Combat Rating for the Wizard. Critical Hit Chance and Critical Hit Damage are next, being essential to increasing the damage of your skill combos. Since most Wizard skills are multi-hit spells, having all of them proc as Crits will be your endgame scenario.
Lower on the scale but almost vital for PvP builds, Potency will determine the strength of your CCs, particuarly skills that induce Loss of Control as these are vital to the Wizard's endgame playstyle. Lastly, Vitality will always be welcome. Being a naturally low HP class, the Wizard will need all the survivability it can get.
