Use your entire arsenal of powerful Skills to deal tons of damage to the Treasure Goblin. Spam your primary attack and skills to deal as much damage as you can. Using Damage-type skills work the best at this.
Do not stop attacking the Treasure Goblin or else it will escape via a portal. Chase after it and continue attacking it nonstop until it perishes.
The moment you see a Treasure Goblin, focus all your attention on it, and ignore all enemies around you. Taking down the Treasure Goblin as fast as possible is of paramount importance.
If ignoring enemies's attacks might be too dangerous for you, try using any Dash Skills you have at your disposal to avoid enemies and catch up with the Treasure Goblin.
Having a other players with you in a Party makes it much easier to surround the Treasure Goblin from all sides and take it down easier.

Treasure Goblins don't have any specific spawn points and instead spawn randomly and rarely around the map.
