Horn of Harmony can be unlocked by checking the available side quests from the Adventure Seeker. If this side quest isn't available, you can pay the NPC gold to shuffle the zone and side quests or check again the next day until it appears.
Side quests from the Adventure Seeker only becomes available after reaching level 60 and changing the difficulty to Hell I.
Examine the Angelic Horn at the southeastern section of the Hall of Punishment to begin this Side Quest.

| 1 |  Sound the Angelic Horn Interact with the Angelic Horn again to summon Kyrel. Talk to him to proceed. |
| 2 |  Kill the Demons Defeat the demons that were attracted to the sound of the Horn. |
| 3 |  Sound the Angelic Horn Again |
| 4 |  Talk to Kyrel Talk to Kyrel twice after sounding the Horn again. He will sound the Horn himself afterwards. |
| 5 |  Defeat the Waves of Demons Demons will spawn in waves after Kyrel sounds the horn. Clear out all of them to complete the quest. |
