Dead Eyes can be unlocked by checking the available side quests from the Adventure Seeker. If this side quest isn't available, you can pay the NPC gold to shuffle the zone and side quests or check again the next day until it appears.
Side quests from the Adventure Seeker only becomes available after reaching level 60 and changing the difficulty to Hell I.
Talk to Andalon at the eastern side of the Forest of Misery to begin this Side Quest.

| 1 |  Find the Eye of Skarn Venture northeast to find the Eye of Skarn and defeat the Talons of Skarn guarding it. |
| 2 |  Kill Maliduce Dominants A second wave of demons will appear. Defeat them to proceed. |
| 3 |  Defend Andalon Protect Andalon from the incoming hordes of demons as he binds the Eye of Skarn. |
| 4 |  Destroy the Eye of Skarn Interact with the Eye of Skarn to destroy it. |
| 5 |  Crush the Eye's Core Crush the Eye on the ground and talk to Andalon afterwards to complete the quest. |
