Waiting Doom can be unlocked by checking the available side quests from the Adventure Seeker. If this side quest isn't available, you can pay the NPC gold to shuffle the zone and side quests or check again the next day until it appears.
Side quests from the Adventure Seeker only becomes available after reaching level 60 and changing the difficulty to Hell I.
Talk to Zepydra on the bridge connecting the northern sections of the Hall of Punishment and the Citadel of the Damned to begin this Side Quest.

| 1 |  Follow Zepydra Kill the demon torturing the angelic prisoner and continue following Zepydra. |
| 2 |  Defeat the Doomwarden Defeat this demon and talk to Zepydra afterwards to proceed. |
| 3 |  Find the Prisoner The prisoner is located deeper in the Hall of Punishment. |
| 4 |  Kill Nathrum After completing this step, free the angel at the center of the area to continue. |
| 5 |  Defeat the Ambushing Demons Clear out the 6 Doomwardens that spawn around you. Talk to Zepydra afterwards to complete the quest. |
