To upgrade your Sapphire, you need to head to the Apprentice Jeweler. Talk to them and choose the Manage tab to upgrade the Sapphire. Don't forget to bring the necessary materials.
How to Upgrade Normal Gems
There are only two Normal Gems per color. Choose which attributes fit your character the best. Sapphire affects Armor Penetration and is best suited to DPS builds like Wizard, Demon Hunter, or Necromancer.
