This Materia is only usable for chapter 1. While on the way to the Northern Ridge, you can find an area near the place that you have to suck mako gas, there is an area with wooden crates that you can jump to below.

The Comet Materia can be bought from Chadley. You can find Chadley among various regions. Note that all region stores from Chadley is accessible as long as you can talk to Chadley and peruse his materia stock. However, to obtain the data points for the store, you'll need to complete Combat Assignments from the same region.
