When entering the cave on the path to the Mako Reactor in Nibleheim, you can find the Empowerment Materia by heading a bit deeper to the right path first. This Materia is only usable on this chapter!

Found on the 3rd Floor of the Tower in the Coal Mines

When you're on the Coal Mines in Chapter 7, get to the third floor of the tower and you'll find the Materia at the top of a stack of lumber.

The Empowerment materia can be purchased from stores that sell materia from chapter 6 onwards.
