When entering the cave on the path to the Mako Reactor in Nibleheim, you can find the Empowerment Materia by heading a bit deeper to the right path first. This Materia is only usable on this chapter!

When you're on the Coal Mines in Chapter 7, get to the third floor of the tower and you'll find the Materia at the top of a stack of lumber.
The Empowerment materia can be purchased from stores that sell materia from chapter 6 onwards.
Empowerment is one of Cait Sith's many starting Materia. Other Materia includes the Magnify, Luck Up, and the Level Boost so consider pushing the main Story if you failed to get the Empowerment Materia from the previous chapters.
