Near the dead-end broken bridge in Nibleheim

The Wind Materia is found in act 1 on your path to the reactor. It is found on the area with the dead-end bridge. This Materia is only usable during Chapter 1.
Obtained from Combat Simulator
The Wind materia can be obtained from the following combat simulator stages.
