Poison Materia and Lightning Materia are crucial in dealing with the Sea Dragon.

Having all four Pirate Relics allows the player to unlock craft a new accessory called Corsair's Compass.
Having the Corsair's Compass in your inventory while sailing in the Middle Ocean will show a compass on the interface, directing you to places where the crafting material Pirate King's Scraps can be picked up.
After crafting the Corsair's Compass, Red XIII hints in the cutscene afterwards that with that on hand, it can lead to some "amazing treasure."
This might mean that the Pirate King's Scraps collected in the sea while having the Compass equipped could be used to craft something in the future.
The four Pirate Relics (α, β, γ, δ) are materials needed to craft the accessory Corsair's Compass. Clearing the Pirate King's Grottos is the only way to obtain these materials.
After the start of Chapter 12, this is an Extra Story which becomes available once you can explore the Middle Ocean with Tiny Bronco. This is not involved into FF7 Rebirth's Main Story, so this can be a nice change of pace.
