The Reraise Materia can be bought from Chadley. You can find Chadley among various regions. Note that all region stores from Chadley is accessible as long as you can talk to Chadley and peruse his materia stock. However, to obtain the data points for the store, you'll need to complete Combat Assignments from the same region.
Aside from the standard Data Point cost to buy the Materia from Chadley, you'll also need to complete several steps to unlock the said Materia which are the following step:
