Based on the final trailer of FF7 Rebirth, it looks like Cloud and his friends meet Dyne at Corel Prison, a prison in the desert. Here, Barrett would talk to Dyne and try to convince him to come back to Midgard.
Dyne was a childhood friend of Barrett, with both of them working in the coal mine of Corel in the past. After the Corel reactor explosion, Dyne was shot by Shinra troops which caused him to lose his left arm.
The ruins of Corel were eventually converted into the Corel Prison, which Dyne controlled. This is the time he also got his left arm replaced by a gun.
