It will be impervious to damage while its creations are tethered to it. Inflicting enough damage while it is casting Empowering Flame will both interrupt and pressure it. If Empowering Flame is cast twice without interruption, it will follow up by using Rebirth Flame.

Defeat Enemies from Breath of Creation

FF7 Rebirth - How to Beat the Phoenix Breath of Creation

Phoenix will summon additional enemies using its Breath of Creation ability. These enemies will be tethered to Phoenix, making it impervious to damage unless you dispose of the enemies it summons.

Phoenix will be summoning Flan, Bomb, and Grandhorn via its Breath of Creation ability. Use Assess and target their weaknesses to your advantage.

For both Flan and Grandhorn, use Fire Spells to aim for their weaknesses and stagger them.

Block Incandescent Burst Attack

Phoenix will execute an AoE attack called Incandescent Burst where it will unleash a wave of flame around the arena that damages your party. Block this move by pressing R1 on your controller with the right timing to minimize or completely parry the damage.

Phoenix has another ability called Rebirth Flame that involves summoning several enemies at the same time to pressure you in combat. Dispose of the enemies, and target their elemental weaknesses to help ease the battle.

Phoenix will be summoning Fleetwing, Archdragon, and Ogre through its Rebirth Flame ability. For Fleetwing and Archdragon, cast Aero Spells to target their weaknesses. Orge will be weak to Fire Spells, so cast it to dispose of the enemy quickly.

Use Your Summon

Use your Summon by accessing the Commands Menu and selecting them from the Summon Tab. They should significantly aid you in battle by executing powerful attacks against Phoenix.

Damage Phoenix While It's Casting Empowering Flame

If you've inflicted enough damage on Phoenix while it's casting Empowering Flame, you will be able to cancel out its execution and pressure the boss. You must pressure Phoenix so you can quickly fill out its stagger gauge.

Use Limit Breaks When Staggered

Use Cloud for Offense and Support

Cloud can reliably unleash powerful attacks using his Braver and Triple Slash abilities while supporting the Party with his access to Cure. After all tethered enemies are defeated, try switching to Punisher Mode to execute powerful attacks against Phoenix.

Employ Tifa for Blizzard Spells and Stagger Abilities

Tifa primarily excels in close-range combat, staggering opponents with her quick succession of combos. She is vital when dealing with tethered enemies during the boss fight. She is also able to cast Blizzard to target the boss' weakness.

Utilize Barret for Long-Range Offense

Barret is a long-range specialist, dealing with powerful attacks while situated from a safe distance against enemy attacks. Use his Overcharge ability to quickly increase the stagger gauge of Phoenix.
