After splitting up with the party in Mt. Corel in Chapter 7, head to the rest station then head left. You'll find a purple chest that contains the Wizard's Rod. Follow the path past the chest to find the Materia.
The Enervation materia can be purchased from stores that sell materia from chapter 9 onwards.
