Card Carnival is unlocked at Chapter 6 when Cloud and his companions reach the seaside resort of Costa de Sol. It is located at the pier.
Chapter 6 - Fool's Paradise Walkthrough
The Easy Card Puzzles will consist of three rounds. The prize cards you can win can be played during the minigame, but you will have to complete the challenge to add it to your deck.

After acquiring Cloud's Companion Card, which is the reward for the third round, visit the Swimwear Exchange Shop at Costa de Sol to avail Cloud's swimwear!
The Advanced Card Puzzles consist of more difficult matches, but will reward players with game-changing cards should they complete them.
