Leader of the youth group that inhabits Gongaga. She visits the village to help it recover from the Mako Reactor explosion incident and decides to settle there permanently. Member of the Turks

Cissnei is a member of the Turks, a special division of Shinra's General Affairs Division that are given tasks such as scouting SOLDIER candidates, spying for intel, and assassinating targets.

A Friend of Zack Fair

Cissnei also has a close relationship with Zack Fair, having met in multiple circumstances during the events of Crisis Core. They first met during a joint mission between the Turks and SOLDIERs in Sector 8 where Zack protected Cissnei from a surprise attack.

Cissnei was confirmed to be in Rebirth when she was shown in the Final Fantasy 7 Rebirth State of Play meeting Cloud's group. She wasn't wearing her Turks uniform in this scene, indicating that she may have left the Turks sometime during the events of Remake.

Helping Zack's Hometown

Before reaching Midgar, Zack and Cloud was attacked by the Shinra army, in which both miraculously survived. This event implies that Cissnei, along with Rude and Reno, failed to reach the Zack—an order given by Tseng himself.

In FF7 Rebirth, it seems like the group will meet Cissnei in the Gongaga Region, Zack's hometown. Cissnei is now helping a village recover from a Mako Reactor explosion and defending it from monsters, all while hoping for Zack's return.
