The Gondola Ticket will not be given to you until during Chapter 12, as you return to Gold Saucer as part of the Main Story. The Gondola ride will be a mandatory quest marker after the LOVELESS minigame.

If you return to the Gold Saucer after Chapter 8 and try to ride on the gondola, the staff will tell you that a ticket is required to board the ride. At this time, there is no such item available to you until you return to the Gold Saucer again as part of the story in Chapter 12.
