Reach Chapter 6 of the Main Story

FF7 Rebirth - How to Get the Wheelie Chapter 6

You will be able to gain access to the Wheelie once you've progressed the game and reached Chapter 6. From there, you will be able to roam the City Center of Costa del Sol using any Wheelie you find in the vicinity.

Cruise Costa del Sol in Leisure

The Wheelie is more of a leisure vehicle that lets you enjoy the sights and wonders that Costa del Sol can offer. The Wheelie can only be used on the City Center of Costa del Sol, and it is only limited to travel on flat and slanted surfaces.

Pick Up Wheelies and Cruise on Them

Wheelies are unique from other regional mounts or vehicles in the game since you could ride on any Wheelie you find in Costa del Sol. Do note that you could only use Wheelies that are currently unmanned by NPCs in the game.

FF7 Rebirth - Wheelie Rendezvous Minigame and How to Unlock Blue Wheelie 1 Overworld
The Wheelie plays a central role in the Wheelie Rendezvous minigame, wherein you need to collect the missing Wheelies scattered across the City Center and bring them back to their designated return points.

Completing this minigame can help you earn a Companion Card for Tifa and exchange it for one of her swimsuits.
