This quest is unlocked immediately after completing the previous quest, To the Docks.

Docks of Westmarch Quest Walkthrough

Objective
1 Talk to Cain
At the Docks, talk to Cain, who is standing waiting at the entrance.
2 Talks to Captain Rehm
After talking to Cain, head further down into the Docks and talk to Captain Rehm.
3 Travel to Shassar Sea
Talk to Captain Rehm once more and select Shassar Sea to travel to Shassar Sea and proceed with the questline for that zone.
