Use The Slab on a Summoning Altar

In order to initiate this Raid Boss battle, you need to have the Summoning Altar in a base. It can be unlocked in the Technologies Tab once you reach Level 33. Note that the Summoning Altar can only be used once, so you will need to collect another set of Slab Fragments and craft another Slab if you wish to battle Blazamut Ryu again.
