Each of the 9 elemental types in Palworld has a passive skill that boosts the damage of that type by 20%. These are exclusive to certain Pals but can be passed on through breeding.
All Exclusive Elite Passive Skills
Early in the game, you can only 'choose' a particular Pal's passive skill by catching more copies of it.
As passive skills are randomized, you can keep catching until you get a desired passive skill for your Pal.

Some Pals have exclusive Passive Skills that can't be found on other caught Pals. These skills can be passed on through breeding.
Palworld Breeding Combos Calculator
Child Pals can inherit passive skills from their parents. You can place two Pals in a Breeding Farm to pass one or more of their passive skills to a child Pal.
However, this is not a surefire way of passing the best skill to another Pal, and can take some time.
Aside from their inherited skills, child Pals can also learn new Passive Skills. Make sure to check what skills a child Pal gets when its newly hatched.

Above is an example of chain breeding Pals with the Legend Passive Skill.
You can control the pool of what skills get passed on to Pal children via chain breeding. This means selecting the child with the desired skill to be bred until you have obtained a Pal with the desired skills down the chain.
How to Chain Breed Passive Skills
You can examine Passive Skils of the Pals sold at the Pal Merchant or Black Marketeer, making it a convenient way to obtain skills for breeding.
Stocks change on every spawn or world load of the seller, meaning you can reroll its stocks by returning to the main menu or by respawning the caught merchant from the Pal Box.

① Capture a Pal Merchant or a Black Marketeer. |
② Spawn them at your base via the Pal Box. |
③ Check their stocks for available Pals. |
④ Determine if there is a Pal with a Passive Skill you want to obtain. |
⑤ If not, recall the Pal Merchant or Black Marketeer to the Pal Box and restart from step ②.
└ This will refresh their Pal stocks. |
⑥ Once you have found your desired Passive Skill, buy the Pal. |
You make checking Pal Merchant and Black Marketeer stocks for new Pals easier by catching them and spawning them in your base via the Pal Box. Every respawn of these merchants via the Pal Box will cause their Pal stocks to change.
Take note that humans have a lower catch rate, and this is significantly apparent when trying to catch the Black Marketeer at a lower level (their minimum ioLevel 40)

The element-boosting Passive Skills listed above can also be passed down to the child via breeding.
Passive Skills exclusive to rare Pals, such as Legend or Lucky, cannot be found at merchants. Fortunately, they are passable via breeding once you have obtained a Pal with those skills.
You will have to look for them carefully out in the world, catch them, and then pair them with another parent Pal to have possibility of passing the rare Passive Skill to a child.
