How to Unlock Pal Gear
Catch the Associated Pal First
Every Pal Gear will initially appear as an Unknown Item, which is "unlocked after a certain Pal has been captured." Once you catch the needed Pal, its Pal Gear will now appear on the Technology tab.
Level Up and Use Technology Points
Once the Pal Gear appears on the Technology tab, it can be unlocked like any other item. This means you'll need to reach a certain level and spend the required amount of Technology points before you can craft it.

After unlocking the Pal Gear, you can then craft it on a Pal Gear Workbench. Keep in mind that each Pal Gear has its own material requirements, so make sure to have enough for crafting.

Key Items That Unlock Partner Skills
Pal Gear are Key Items that let some Pals use their Partner Skills. Most of them let you mount and ride Pals, but others can improve their combat abilities. As Key Items, they cannot be discarded or dropped, so you'll always have them once crafted.
