Kiwei the Study can be found in the top center room of the Archive of Secrets, directly south of the Forbidden Archive Waypoint in the Library of Zoltun Kulle, and can be encountered randomly as a Wanted Side Quest.

How to Find Unique Elite Monsters

Unique Purple Elite monsters have a chance of randomly spawning in the vicinity when you're nearby. When a Unique Elite has spawned, the text New Event will appear on screen, along with Wanted in the Quest Sidebar.

Unique Elites are quite rare, so if the monster can't be found in its listed location, try leaving and coming back to the area later.

Kiwei the Steady Attack Patterns

Purple Beam

A purple beam spins counterclockwise in one spot, causing damage to those in its path. This is easily avoided by aggroing the enemy to a different location.
