Into the Mountains will unlock after you speak to Rhem at the Westmarch Docks during Fragments of the Past. Once he confirms that he has secured passage for you to Mount Zavain, speak to him again to teleport to the region and unlock this quest.

| 1 |  Once you arrive at the starting area of Mount Zavain, start heading west towards the indicated waypoint. |
| 2 |  When you reach the marked location, you will encounter a Veradani monk named Oza being attacked by 6 Khazra Brutes. Defeat them to progress the quest. |
| 3 |  Speak to Oza after the battle. She will tell you about the increased hostility from the beastmen. |
| 4 |  When the conversation ends, start following Oza into the nearby safe zone called Sentinel's Watch. |
| 5 |  Upon arrival, watch Oza ask the guards to let you in. This will trigger the next main quest, Khazra Aggression. |
