Free the Damned can be unlocked by checking the available side quests from the Adventure Seeker. If this side quest isn't available, you can pay the NPC gold to shuffle the zone and side quests or check again the next day until it appears.
Side quests from the Adventure Seeker only becomes available after reaching level 60 and changing the difficulty to Hell I.
Talk to Harbin at the bridge connecting Misty Valley and the Moon Clan Encampment to begin this Side Quest.

| 1 |  Find the Villagers Walk eastwards from Harbin to find Ria setting a villager free. Talk to her to continue the quest. |
| 2 |  Destroy the Sigils Destroy the three sigils around the area. |
| 3 |  Defeat the Cultists 5 Cultists will ambush you after destroying the sigils. Defeat them, then talk to Ria to proceed. |
| 4 |  Follow Ria and Distract the Cult Follow Ria to the entrance of the cult's lair and ignite the potions to distract them. |
| 5 |  Find Ria Find Ria in the cult's lair and eliminate Luno and the other cultists. |
| 6 |  Save Zizi Untie Zizi after defeating Luno to continue the quest. |
| 7 |  Talk to Harbin Completing this step ends the quest. |
