The treasure of Dead Man's Mail is located in a large building just northeast of Tago's Tower. Use the tower's crane-suspended platform as reference for finding out which building is the right one.
Upon finding the building, climb the fallen pillar beside it to get onto the building. The chest should be around the corner and will need 3 lockpicks to open.
Dead Man's Mail Map Clue Meaning
The Dead Man's Mail Treasure Map has one building that's very hard to miss—the trap-laden Tago's Tower with its iconic crane-suspended platform that you can use to go directly to its higher floors.
Use the tower and platform to orient yourself properly and find which building contains the treasure. The platform should be facing to your left. Keep going backwards until you see a building that resembles the one in the map.

Necropants Unique Armor
Following the Dead Man's Mail treasure map will lead you to a chest that contains the Necropants, a medium armor of unique quality that summons a Spectre to fight alongside you in battle and increases your Poison Accumulation resistance!

The Dead Man's Mail Treasure Map can be looted from a cadaver in a tent at Shatterscarp's Great Sand Sea. Use the letter “S” in the word “Sea” to get an idea of where it is.
