How to Stun Enemies
Basic or Power Attacks with Weapons
A yellow bar called the Stun Meter will fill up below enemy Health Bars when you do Basic or Power Attacks. Doing another Basic Attack towards an enemy with a full Stun Meter will execute a Special Attack.
Increase Stun with Specific Abilities and Weapons
You can increase the amount of Stun your base attacks can do by investing in abilities such as Stunning Blows and Staggering Shot depending on your weapon loadouts.
There are also weapons that inherently have more Stun per attack as well as uniques that have Stun modifiers. In general, the slower the weapon attacks, the more base Stun it provides. Weapons with high base Stun are:

 Lodestone(Mace) |
Effect: Power Attacks deal low Stun to nearby enemies, +20% Stun How to Get: Can be purchased from Merchant Stephan at Fior mes Iverno, Emerald Stair |
 The Emperor's Reach(Sword) |
Effect: Special Attacks Stun nearby Kith, cannot be chained How to Get: Can be found on a corpse in the Ancient Lakebed in Shatterscarp |
 Izmalt's Meteoric Apparatus(Arquebus) |
Effect: Short-range Power Attacks deal high Stun and knock enemies back How to Get: Can be purchased from Merchant Kampeki at Thirdborn, Shatterscarp |
 Just Pestle(Great Hammer) |
Effect: +15% Stun How to Get: located within the Sulfur Mines in Shatterscarp during the Fires in the Mine Side Quest |
 Storm-Sworn(Bow) |
Effect: Killing an enemy deals moderate Stun and Shock accumulation to nearby enemies How to Get: Located behind a locked gate in Leviathan's Hollow at Shatterscarp |
 Cruel Command(Wand) |
Effect: Critical Hits Stun nearby Maegfolc How to Get: Can be purchased from Merchant Stockkeeper Eberk in the Southern Warden Tower, Galawain's Tusks |
 Magic Mistol(Pistol) |
Effect: Power Attacks deal very high Stun How to Get: Located inside a hidden room at Ekidan Workshop in Galawain's Tusks |
 Wayfinder(Spear) |
Effect: A Full Combo Attack deals high Stun to nearby enemies How to Get: Can be found in a locked room in the Tower at Maegfolc Graveyard, The Garden |

Effect: Critical Hits Stun nearby Maegfolc How to Get: Located underwater at the Broken Aqueduct in the The Garden |
