Leveling up your character will earn you Ability Points that you can use to unlock or upgrade an ability. Each level will grant you one Ability Point that you can spend on any ability tree, as long as you have met the requirements for it.
Abilities have level requirements that you must reach before you can unlock or upgrade them. You should be able to see the level requirement level quickly as you open up the menu, as the abilities are sorted by level.
Note that some abilities will require other abilities in the same ability tree before getting unlocked.
