Lost Suoles can be unlocked in the Dawnshore region by talking to Miteno in Shantytown.

Approach Miteno and speak to him, he will ask you to look for his deceased crew's suolenets as they were recently stolen by the birds around the area in Shantytown.
To get the Worn Suolenet, use the ladder nearby another suolenet to go up and it can be acquired from the nest just above the boxes at the corner.
Obtaining the Chipped Suolenet can be the most difficult as you need to climb up to the roof and even reach the highest point of a building to reach this location. You also need to jump off from one roof to another.
Upon using the same ladder to go up from the nearby suolenet earlier, reach for the edge of the roof and then get the Tarnished Suolenet.
This suolenet can be acquired by going up to another ladder, and then destroying the wood planks before you can jump to reach and get the Battered Suolenet.

After finding all the lost suolenets and acquiring them in your inventory, head back to where you last talked to Miteno in Shantytown.
Choosing to [Give him the suolenets] will make Miteno feel grateful to you for helping him bring back his deceased crew's suolenets, and he will give you his own Enchanted Suolenet.
If you choose to not give it to him unless you get the payment for getting it back, he will give you the Celestial Loop.
Once you complete Lost Suoles, Miteno will reward you for bringing back the suolenets to him with either his own Enchanted Suolenet or the Celestial Loop which depends on the choice you picked.
The Enchanted Suolenet is an accessory that increases the amount of coins you obtain. The Celestial Loop gives you a 15% resistance to Fire and Frost accumulation.
