Just Pestle is the best Great Hammer in Avowed because of the significant Attack Damage bonus it grants after a full combo. It also grants a small Stun bonus, which adds up since Stun is already high by default with Great Hammers.
Inevitability is a nice late-game alternative, but it is only obtainable in The Garden, well past the point of no return. This means there isn't much "game" left to play once you do get Inevitability which affects its overall ranking.

How to Get: Obtained from the Sulfur Mines in Shatterscarp. You can get it while doing the quest, Fire in the Mine. Pick this up after getting a Superb weapon in Shatterscarp. That way, you can use this for the entirety of the region all the way until the start of Galawain's Tusks. |

To make life easier in Galawain's Tusks, upgrade your Superb Just Pestle to Legendary by converting lower tier materials to higher tier ones as needed. Adra Ban can be obtained by crafting Corrupted Adra up to Adra Ban. |
