Just Pestle is the best Great Hammer in Avowed because of the significant Attack Damage bonus it grants after a full combo. It also grants a small Stun bonus, which adds up since Stun is already high by default with Great Hammers.
Inevitability is a nice late-game alternative, but it is only obtainable in The Garden, well past the point of no return. This means there isn't much "game" left to play once you do get Inevitability which affects its overall ranking.

How to Get: Upgrade to Fine through the Workbench or buy a Fine Great Hammer from a merchant. In Dawnshore, save up upgrade materials until you have enough Paradisan Ladders and Iron Chunks to upgrade your Common to Fine Quality. |

How to Get: Upgrade to Exceptional through the Workbench or buy an Exceptional Great Hammer from a merchant. In Emerald Stair, save up upgrade materials until you have enough Hylea's Talons and Steel Chunks to upgrade from Fine to Exceptional. |

How to Get: Upgrade to Superb through the Workbench or buy a Superb Great Hammer from a merchant. In Shatterscarp, you can save up upgrade materials until you have enough for a Superb upgrade. This will allow you to pick up Just Pestle as a Superb once you find it. |

How to Get: Obtained from the Sulfur Mines in Shatterscarp. You can get it while doing the quest, Fire in the Mine. Pick this up after getting a Superb weapon in Shatterscarp. That way, you can use this for the entirety of the region all the way until the start of Galawain's Tusks. |

How to Get: Tracking the Bounty for Ralga in Dawnshore will lead you to the same area Seven Strivings is in. To make life easier in Galawain's Tusks, upgrade your Superb Just Pestle to Legendary by converting lower tier materials to higher tier ones as needed. Adra Ban can be obtained by crafting Corrupted Adra up to Adra Ban. |

How to Get: Upgrade to Legendary through the Workbench. Once you upgrade Just Pestle to Legendary +3, you can then move on past the point of no return to get Inevitability. |
