Drawn in Winter is the best axe in Avowed because of its passive frost accumulation, which is generally more helpful than shock or burn accumulation, as frost can freeze an enemy in place while later regions have lots of water levels that can cause you to proc shock on yourself. Players may also obtain this axe as early as Dawnshore.
Woodman's Labor is a close second because it can provide some AoE, but its second passive against Beasts and Primordials are generally not so helpful.

How to Get: Upgrade to Superb then Legendary through the Workbench. Gather the necessary materials to upgrade the weapon all the way to Legendary. |
If you want the Drawn in Winter you pick up to be Exceptional quality, make sure to first pick up the free Exceptional Greatsword in the Delemgan Glade, since uniques scale in quality with your currently equipped weapons.
Head west all the way to Delemgan Glade to get a guaranteed Exceptional Great Sword from a purple chest. Once you have it, you can get Drawn in Winter in Dawnshore.
