The Finer Things in Battle can be unlocked in the Dawnshore region after speaking with the Apothecarist during the An Untimely End main quest.

How to Start the Quest
Speak with the Apothecarist in his shop in Paradis during the An Untimely End main quest. Kai and Marius will then suggest acquiring better equipment before proceeding.
Acquire Better Torso Armor
Kai recommends visiting Merchants in the city to purchase better armor and weapons. While this is an option, you may lack the necessary coins and might have to resort to time-consuming grinding.
Kill Ygwulf During An Untimely End Main Quest
Continue progressing through An Untimely End and make sure you defeat Ygwulf near the quest’s end. Ygwulf drops the Blackwing Armor, a Unique Light Armor that counts toward the quest. Simply equip it to complete this objective.
Acquire a Better Weapon
Kill Sargamis During Dawntreader Side Quest
To get a better weapon, it's best to complete the Dawntreader side quest, which should be available at this point by talking to Ofrye outside the Aedryan Embassy.
At the end of the quest, defeat Sargamis, who drops Last Light of Day, a Unique One-Handed Melee weapon. Equip it to complete both this objective and the quest.

Better Armor and Weapon
Completing the quest will leave you with Fine quality or better equipment, making sure you’re prepared for the challenges ahead. Other than that, you can obtain various common weapons and items, along with XP as you progress through the quest.
