Scofflaw's Vase can be unlocked in the Emerald Stair region by talking to Yatzli during The Animancy Method main quest.
The Scofflaw's Vase is a missable side quest that disappears when you progress through The Animancy Method main quest.
It disappears when you first talk to Giatta and Quilicci in Giatta's House

When you arrive at the Emerald Stair region, Yatzli will ask for your assistance in dealing with the sporelings. Give her a hand and clear out all of the enemies in the area before speaking with Yatzli.
Yatzli will provide you with information about the Godless Vase, which is located on top of the tower in Cliffton Sinkhole.
Reach for the Godless Vase as you go up the tower using the wooden planks.
If you have acquired the Godless Vase in your inventory, use the wooden planks on the left side of the tower to go down faster. Return to Yatzli and give her the Godless Vase.
Once you complete Scofflaw's Vase, Yatzli will thank you for helping her get the Godless Vase, and completing this side quest only grants you 192 XP.
