Tree of Life is the best shield in Avowed because you can obtain it early on in Emerald Stair of its useful Health regeneration and decreased Fire, Frost, and Shock damage. Sun and Moon is a close second, since it gives the same amount of Health regeneration, along with Essence regeneration. However, Sun and Moon's effects depend on the time of day, while Tree of Life is more consistent overall.
The Bastion of Solace would rank higher, but it can only be found in Galawain's Tusks, well into the late-game.

Get a Free Exceptional Weapon First Before Getting Tree of Life
If you want the Tree of Life you obtain up to be Exceptional quality, make sure to first pick up the free Exceptional Greatsword in the Delemgan Glade, since uniques scale in quality with your currently equipped weapons.
Head west all the way to Delemgan Glade to get a guaranteed Exceptional Great Sword from a purple chest. Once you have it, you can claim the Tree of Life by the Bounty Board in Fior mes Iverno.
