Near the end of the Our Dreams Divide Us Still, you will need to talk with Kostya and be faced with the decision between opening the Sluice Gates to save Solace Keep or destroy the Winch Gears to doom it.
This won't have any lasting choice in the gameplay once you enter the Garden in The Heart of the Living Lands, as it is a point of no return. However, any choice you make here will affect your ending screen.

Saving Solace Keep is the Best Choice for More Rewards
Choosing to save Solace Keep is recommended as you get more rewards like Councilor's Garb and Councilor's Shoes by killing Kostya and is a requirement to get the best ending regarding Solace Keep.
Dooming Solace Keep Makes It Inaccessible
Dooming Solace Keep will lock you out of the Solace Keep area. However, the important NPCs and features, including the Bounty Board and merchants, will all relocate to a nearby camp and still be available.
Dooming Solace Keep and Killing Kostya is the Worst Option Storywise
During your conversation with Kostya, you have the option to fight him by choosing the Unsheathe Weapon dialogues. This is the worst option that you could take as it doesn't make sense storywise to agree dooming Solace Keep then kill the person who wants that outcome.
However, you can still loot the Councilor's Garb and Councilor's Shoes from Kostya's dead body.

Saving Solace Keep and Fight for a United Living Lands is the Best Ending
Saving Solace Keep and fighting for a united Living Lands is the best ending for everyone involved as the Mihala learns to open Solace Keep for outsiders. Mihala also slowly learns compromise in her negotiations with the other groups in the Living Lands.
Another favorable ending is to let Kostya live, which dooms Solace Keep, and to fight for a united Living Lands.
