Whisper of Exiles is the Best Wand

+0 Legendary Whisper of Exiles in Path of the Damned difficulty.

The Whisper of Exiles is the best Wand you can get in Avowed simply because it deals Frost Damage and accumulation. Of all the elemental status effects, Freeze is the best since its shatter damage outstrips the slow DoT of fire, poison, and shock (especially since Freeze can be reapplied easily).

While a Legendary Minoletta's Conduit beats the Whisper of Exiles in raw Wand damage, slightly more damage and range can't really beat guaranteed Freeze procs, especially when paired with the Frost Damage bonus of Ninagauth's Gruesome Grap and the Fickle Winds buff of the Eyes of the Obscured Totem.

Minoletta's Conduit is a Niche Basic Attack Wand

Minoletta's Conduit	+5% Attack Damage and +30% Maximum Wand Range. Hits deal 10% bonus Shock damage.

While having bonus attack damage and range is well and good, Minoletta's Conduit falls short of being the best wand because extra range isn't really that necessary and Shock damage is worse compared to Frost.

Bonus range is defeated by the fact that most enemies will charge you, eliminating the need for it, and bonus Shock damage isn't any better given that Shock only does periodic ticks of damage compared to Freeze-Shatter combos.

Cruel Command is a One and Done Affair

Cruel Command	Power Attacks deal +75% Stun to enemies with Full Health. Hits deal 10% bonus Fire damage.

If you need to pay over 70,000 Coins (Path of the Damned price) for a Legendary Wand, then its unique effects should blow the competition out of the water. That's not the case for Cruel Command.

Unlike the other unique wands, the Cruel Command only grants you bonus Stun damage against full HP opponents, which means one hit is all you get before the passive becomes flavor text. It's Fire damage is nothing to write home about, sharing the same weakness as Shock in that its DoT pales in comparison to Freeze.

It only places this "high" in this list because the regular Wand can only be upgraded to Superb quality, making its base damage lower in comparison to this pricey legendary.

Superb Wand is the Wizard's Workhorse

Cheap and easier to upgrade than a unique, the regular Wand is your best option prior to getting the Whisper of Exiles. It should technically place higher on this list but its lack of a Legendary Quality tier severly hinders its capacity to be a competitive late-game weapon for the Wizard's arsenal.

1	Wand	How to Get: Can be obtained during the tutorial. For the early segments of Dawnshore, you can stick to a Common Wand. This will be your best Wand option when exploring the western half of Dawnshore.
2	Wand	How to Get: Upgrade your Common Wand or purchase it from the Might Through Magic merchant in Paradis. Before you explore the eastern half of Dawnshore, you'll want to have at least 1 Fine Quality weapon. Once you get a Fine Wand, you can carry this over to the next region - Emerald Stair.
3	Minoletta’s Conduit	How to Get: Purchased from Porrya & Vellino in Fior mes Iverno. If you really want a damage upgrade from a Fine Wand, then you can replace it with Minoletta's Conduit once you reach Emerald Stair.
4	Wand	How to Get: Upgrade your Fine Wand at the Workbench. Instead of Minoletta's Conduit, it'll be much easier to upgrade your Fine Wand since you won't need higher tier Adra to reach Superb upon reaching Shatterscarp. This sets you up for an easy Superb upgrade and a Superb quality Whisper of Exiles when you do.
5	Wand	How to Get: Upgrade your Exceptional Wand at the Workbench. In order to get Whisper of Exiles at Superb quality, you'll want to first upgrade your Exceptional Wand to Superb. Do this by exploring the first areas of Shatterscarp until you get enough higher tier mats for a quality upgrade.
6	Whisper of Exiles	How to Get: Obtained from a locked chest in the Great Sand Sea. Once you do get a Superb Wand, you can immediately get the Whisper of Exiles so you have a Superb wand that can tackle the entirety of Shatterscarp.
6	Whisper of Exiles	How to Get: Upgrade it via the Workbench. Upon reaching Galawain's Tusks, you can take your time exploring until you get 4 Adra Ban for the Superb to Legendary upgrade of this unique weapon. Get it to +3 as soon as you hit the Garden.

Get an Exceptional Minoletta's Conduit by Skipping Fior mes Iverno

If you want Porrya & Vellino - the merchant selling Minoletta's Conduit - to stock it in Exceptional quality, make sure to skip going into Fior mes Iverno. Instead, head west all the way to Delemgan Glade to get a guaranteed Exceptional Great Sword from a purple chest.

Once you have it, fast travel back to the start of Emerald Stair and head inside Fior mes Iverno. Then, interact with the Merchant and she should have Minoletta's Conduit stocked in Exceptional quality instead of just Fine quality.
