A Relic from the Ashes can be unlocked in the Emerald Stair region by talking to Luminous Alfons during Ancient Soil main quest.

When you arrive at the Naku Tedek Grounds, Luminous Alfons will ask for your assistance with finding a stolen saint's relic. You need to retrieve the Reliquary and find the thief who did it.
Head to The Delemgan Glade, and prepare to battle with Delemgans and Xaurips around the quest area. Continue following the quest marker and head below the ruins to find the thief's journal along with the Reliquary of Saint Waidwen.
After acquiring the Reliquary of Saint Waidwen, travel back to Naku Tedek Grounds and speak to Luminous Alfons. Inform him about the contents of the thief's journal and the reason why he stole the relic.
Once you complete A Relic from the Ashes, Luminous Alfons will thank you for helping him get back the Reliquary of Saint Waidwen, and completing this side quest only grants you 210 XP.
