How to Romance Kai
Complete the Battle Scars Companion Quest
Start Kai's Companion Quest, Battle Scars at Dawnshore and will involve visiting various locations, exploring Kai's past in the Rauataian Navy. This quest will follow the footsteps of Tama, Kai's former lover.
This will continue on in Emerald Stair before ending in Shatterscarp, where Kai will ask to visit Tama's cairn in the Great Sand Sea. Throughout the quest, be sure to comfort Kai and be kind to him as much as possible.
This will affect some of the ending screens that you get after finishing the game.

After completing Battle Scars, speak with Kai in camp and tell him you have questions for him. If you've done everything correctly up to this point, the dialogue option, “I feel like we've really gotten to know each other, haven't we?”, will be available.
It's important that you tell Kai that you've really come to care about him, then confess that you have feelings for him. Any other option will put him in the friendzone.
It's important to note that the director of Avowed, Carrie Patel, has confirmed that there are no romance options in the game. Therefore, it's possible that this kind of exchange is exclusive to Kai.

| But the most unexpected boon of Kai's adventures is the romance that blossoms with the envoy. He'd thought his chance at love died with Tama, but after the envoy helped him accept that loss, he realized he'd found another chance with someone who saw him, knew him, and loved him as he was. He wound't let this one pass him by. |
Romancing Kai will result to unlocking the Kai romance ending. Kai realizes that he has found another chance on love after Tama's death. The Envoy and Kai end up with one another in this ending.
