According to the Xenoblade 3 Direct, players can use the Shulk amiibo to change the appearance of the weapon of Xenoblade 3's protagonist, Noah, to resemble that of Shulk's weapon, "Monado".

It is unlikely that the Monado will be unlocked without any proper context, so fans speculate that there will be some explanation in the story as to why the Monado appears, or that Shulk himself will appear and give Noah the weapon.

The Expansion Pack also features the Monado

The Monado also appears as a key visual to the game's Expansion Pass (alongside the Aegis Sword from Xenoblade Chronicles 2), strengthening the hunch that Shulk is very likely to appear with the Expansion Pass.

Shulk has already made an appearance in Xenoblade Chronicles 2 as an additional character from that game's Expansion Pass. However getting to recruit Shulk had its own conditions to be met, such as completing the Challenge Battle. Xenoblade Chronicles 3's expansion pass includes both Challenge Battles, as well as new Heroes, so the chance we will see Shulk seems rather high.

Shulk is the protagonist Xenoblade 1. He lives in Colony 9, where he spends his time researching the Monado, a powerful but mysterious blade that is capable of damaging Mechon armor. Shulk later gains control of the Monado, and is able to hone its power to see into the future.
