Splishsplash and Pitapata are the two rain-making Nopon in the game. Splishsplash is found in the Aetia Region while Pitapata is located in the Cadensia Region. However, they will not spawn until you begin their respective quests.

Once you unlock either Nopon, you'll need to pay them 10,000 G to make them call for rain. After unlocking them, Splishsplash can make it rain at any time, but Pitapata can only make it rain during the quest.
