To unlock Fiona as a Hero, you first need to complete her Hero Quest: Transparent Dreams. To accept this quest, you must head to Conchrock Beach in the Cadensia region during Chapter 5 of the game.

Fiona has the Signifer class, which is incredibly unique in the game since it is primarily focused on granting herself buffs and passing them on to her teammates to aid them in battle. She is exceptionally good at passing on Regeneration to your team members.
Her specific buff selection is limited. When you equip this class onto one of your main characters, you have a whole array of Master Arts to choose from on top of your Combat Arts. When using Fiona, you are limited to the buffs in her selection, which only grant either Regeneration or a completely random buff.
She is also incredibly specialized at this role. None of her Arts or skills make her effective at anything else in the team, which limits her usability.
After recruiting Fiona, they and their class will be capped at Rank 10. To break the class limit and rank them up to Rank 20, you must first complete their Ascension Quest: A Farewell Reset.

Resonant Flag is needed for Fiona to pass on her buffs to your teammates. In this case, we want her to pass on Regeneration with Unbreakable Heart, but since she runs on an AI, there is no guarantee that she would pass it on.

She needs max effort along with resonant flag to even generate buffs outside of regeneration, not sure how leaving max effort out she’s actually contributing to your team. That said both those techniques are learned immediately after getting her class. Regeneration is not a selling point when it’s available to every healer class already. Too much value is being placed on her chain art and not what she actually contributes when in your party. And as the ai’s art use is random, she’s kinda bad.
