Acquire the Topic 'Missing Off-Seer'

You can start the quest by acquiring the topic 'Missing Off-Seer' at Colony Lambda. The two info fragments needed for this topic can be found on the locations marked on the map above.

Once you have the topic, discuss it at a rest spot to unlock the quest.

Talk to Moraine at Urayan Tunnels, Entrance

After you've unlocked the quest, skip travel to Urayan Tunnels, Entrance in the Fornis Region and talk to Moraine. She can be seen standing by the cliff near the tunnel entrance.

Find Shijima at Eagus Wilderness

Next, head for Zem's Crossway at Eagus Wilderness and talk to Shijima. There are plenty of landmarks in the area to skip travel to so use them to get there faster.

Return to Urayan Tunnels, Entrance

Next, return to Moraine at Urayan Tunnels, Entrance and defeat the Lv. 29 Agnus Survey Team

Find Moraine Behind a Rock

Finally, search the area for Moraine after defeating the Agnus Survey Team. You can find her hding behind a rock to the north of the quest marker on the map. A short cutscene will play upon talking to her and the quest will be completed shortly after.
